  I am looking to solve a bp problem. To promote flagships.
  Some of the items needed to promote flagships are found as rewards in lower level pirates reward drops.Well..not exactly..you receive Warrants. But once your power is too high ,lets say,a level 4 warrent- level 7, wont drop while hitting pirates.
  Do enough warrants and you get bps needed for Flagship upgrades. Except..its not that easy.
  These rewards for doing Warrants are listed but not reachable as you progress. I need a solve.
