Under army - > territory, lift neutrality

Select the territory you want to release. Under the Army tab, select units stationed there and hit Remove from Station. This will relinquish your control over that territory.

I found it out. I just upgraded the mansions. For whatever reason they dictate how much army you can form. Guess rich ppl paid for army campaigns

I had same problem. If you didn't play by chapter you won't be guided to build all the requirements. But I see when I started my high wealth residential buildings they have the army symbol on them to indicate how much army you can have. My first to upgrade lvs none still. Any other req. I may not know.

You have to click on the arrived here button at the bottom of the screen once you select the target territory. Or you need to make an army. This is achieved by opening the military tab and clicking on the units. Remember: You need to have atleast one high end residences to atleast lv 3 to field one army.
