You can if you have gift mode. You get gift mode from the $100 packs (some of them anyways) you spend gold to buy them and you can only gift people in your alliance

It will always be protected bro. That person could use their begginers teleport to switch states, but after lvl 6 stronghold you lose those. And the way to teleport within your state is to buy an advanced teleport to choose where to go or a random to go somewhere randomly
