FINALLY!! After being so frustrated, because I only had producers, but not the breaker from another level--
I had been trying to break ice and make matches to get the water wheels to work, then cursing because the water drops would land or fall down too far so I couldn't get to those "buggy winged beetles", I figured an easy way. It takes two shovels, but soooo worth it!
MY TIP:
BEFORE I made ANY OTHER moves, I used two of my shovels to remove the ice on the middle blue water drops blocking the "buggy beetles" needing to light up and fly. Then, I made the matches to get them both lit and flown away. After that, I worked on the best matches to obtain the scores needed. I didn't bother with any of the frozen water wheel ones because this level doesn't need any other water.

I was stuck on this level forever. I finally used the 3000 points to buy a scarecrow. Then, each time you make a 3 match of apples, corn, or plums it hits the tree to give an extra point. I also used a shovel when I had a star fruit aiming at the extra +3 which gave me more chances to score. But I still had to spend 9 diamonds to complete it. Just glad this one is over.

Try to clear the bottom roses to make more room for groups of 4.
Then the secret seems to be to get lots of groups of 4. Best if possible, by moving a fruit up or down to get a stardust to shoot up to the center area. Let them drop by making 3s near them so they fall toward the center. Then they can line up to hit the roses above. If you can clear one spot above and get a barrel after that (5 in a row) below, use a fruit that is up top that will clear another rose. Also a T or L that give you a super fruit that will explode is also very helpful.
Just "Good luck" on how the fruit fall seems to be the best secret on this one!
