Ok so the very next time I tried, I beat it. Try to complete as many 4's and x's that you can, the get a ball of fire...match to the skulls. When everything cascades down, it should activate some of the special pieces you made.
One thing to note, you do not have to break all the bottles to get jelly, it keeps coming in from the top too.
