the skill basically reduces the enemy teams tenacity to zero meaning their defences become very poor and therefore easy to take out in 1 turn for quite a number of levels. I personally stopped at 250 cause it was a waste of time but others have gone much farther

thats it besides consumption. it doesn't matter what day you do it but yoy might want to keep in mind to save enough to the gold ten draw every day of the event since it gives you 2 extra packages as a reward as well. i normally spend most of my gold the first day or whenever i have time and save like 10k for just in case kind of purpose to make sure i get the most of my gold. As for what to get, i personally get stamina, nine tails chakra yin (my minato is not gold yet), gold ten draws, recasting cards stats, maybe buy the keys if you want to get hashi/tobi and/or indra/asura or some other character upgrade materials like sauske's sharingans and kakashi practice packs and dull sharingans if i feel like farming to breakthrough those characters at all. Maybe asuma and kurenai also. Personally, i like to have at least 80k stamina from these events just in case i need them for dungeons. stuff like that.

Kushina can be obtained through the minato event dungeon: sorry naruto. Her frags come from either there or you can use gold to get the red hair packages or whatever the name is that has a chance to drop her frags. i would guesstimate that a boutique event happens every 2-3 months
