Hugo forgives you because you were doing it for your friend and asks you to do some other stuff like check some company to see if they are evil and randomly stealing money from the company's bank account. Then you just don't hear from him again. Also the game gives you a Google play achievement "coward" which I think is unfair because I didn't help hugo due to being scared of the cops, it was because Lukas is a douchebag who stalks his ex and invades her privacy and generally seems like a whiny loser. :P
