Just employ your people. Build industrial or agricultural buildings to make people work. Really most buildings have this effect.

You have to click on the arrived here button at the bottom of the screen once you select the target territory. Or you need to make an army. This is achieved by opening the military tab and clicking on the units. Remember: You need to have atleast one high end residences to atleast lv 3 to field one army.
