P1..do I need to upgrade Elk Forest to Level 30 to build P1 castle or just Buildings and Prison?

If someone could maybe share a screen shot. Need to know the best castle placement to evenly help protect our members, and make donating rss to each other easier. We are almost constantly attacked by players of other Kingdoms. I think proper placement would help. Any ideas??
