Ok so I figured this out finally. You click on the calendar under where it tells you your level. After you click on on calendar a screen comes up with an event for Lindsey Hopper NewYork trip. You begin that event, and have 3 days to complete it. From this event, the makeup drops is how you can get the car hood ornament starting with her picture in a blue frame.

From what I’ve online. You have start with a blue picture frame of a woman in black and white. I know I’ve created picture frame from breaking pots but I’m not sure if that’s the same way to get this picture started. I’m still looking trying to find the answer to same question. Fandom site is where I found some decent info on game. Hope this helps some.
