You need to be in a club that ranks in the top 1000 to earn gems. Occasionally you will get them in a chest as a perk reward.

Your reward for completing the perk. Some only become available on the next daily reward cycle - boxes for example, others like cost to play reductions are immediately effective

I have a club "great americans" ranked in the upper 500s right now. Trying to finish perk 6. We have a Facebook group. We get along. Talk and play a good bit. We would like to find a few more committed members willing to put the work needed into it to help us finally get perk 6 every week. They are sometimes in the perks as gem cards or inside of treasure chests. OR they can be a club prize won in a contest for the higher ranking clubs. Either way, you collect at the end of the perk event each week.

You need both. Clubs points to get the perks, tributes to keep the volcano cool. Also when you collect tikis you get more club points. If the volcano erupts you loose all your perks
Promoted means you are now the club administrator - you set the rules, you can remove people in the club.
I remove people who are inactive after a certain amount of time - don't contribute in either club points or tikis.
