To beat him, I used Flora. When he shoots out the bomb enemies, I use Dash to propel them towards him before their counters are set to zero and they explode. If you get them close enough to the boss, they explode, which does damage to the boss's health. Jumping on him doesn't work and just makes you lose health. Continue to lower his health with the bomb enemies until you have defeated him.
