Anyone know where I can get a ninja sword fragment?

Regarding equipment what's the easiest way to max out and achieve the max level. With gaara he can stun and boost allies but looking for another character who can do better. Was hoping madara event would provided a decent substitute

Also all cursed seals are lv5 or above
