I honestly believe they are just "there" I have "caught" one many times whilst waiting and fully zoomed out. Nothing seems to happen.

The devs have confirmed that they didn't think anyone would finish the story so fast. They said they are planning to release more once they decide what to write, they are working with the same writer apparently so it is just a game of patience now, if you believe that. I certainly hope it is true.

Don't skip anything.

You have to "Build" the quarries and mines from the build tab before you can assign workers to them. Choose the option in the tab and it will automatically select a useable quarry or mine base.
