The requirements are for how much you play... The top clubs actually prefer players on lower levels, easier to win tributes and club points! I don't know what club you saw wanted higher level...

Tributes, try to win tribute games, refresh, play more tribute games if you can and play expert levels, they pay out most.

You are probably at the club with non active members that dont ever check the chat, try to find a better club!
