You need both. Clubs points to get the perks, tributes to keep the volcano cool. Also when you collect tikis you get more club points. If the volcano erupts you loose all your perks
Promoted means you are now the club administrator - you set the rules, you can remove people in the club.
I remove people who are inactive after a certain amount of time - don't contribute in either club points or tikis.

Hi it happens to me too. These past few weeks I was getting 5 and this week it's 3.

Go to discover and view other clubs and how much members have contributed. Thursday night is the best to see because it's the end of the tribute challenge
