You can get boutique certificates by waiting for the right event and grinding the dungeons that may have a boutique inside the drop? Or saving up gold and spending it when the boutiques appear in the gold consumption place..
Those are the only ways I know of apart from recharging...

Im guessing it's through gold consumption? If not then Im guessing your gonna have to recharge.. in the madara event which is still on...

I agree it's a pain the ass trying to get naruto, sasuke,sakura,hinata...etc to gold... And then we have to wait for an event or dungeon just for a chunin certificate lol... Like yeah we could wait or we could just get it with gold...
