Here is my layout, far from perfect but so far it’s working (level 25, Persia). Obviously not sure if it will work at higher levels. 5 Blocks of 6 x2 squares. commerce stalls in middle block. residences and safety etc blocks either side with residences closest to stalls. Other buildings with bigger ranges (religion, municipal) in two outer blocks. Repeat everything in straight lines so the stalls cover all the residences and you can get a good bang for buck with the buildings.
