How do you get Horns of Recalling packages??

For the record, you will not get a new sub city, you will get a bundle of items for each bet....
To get a new sub city, you have to either get very lucky (Rare RNG), or attack someone else's and conquer it, but beware, they will likely hit you back (Maybe HARD)!!

Open Events listing, and click Historic City Searching, where there is a tab that says Subordinate City Clues, but how much you can bet depends on how many clues you have!!

You will get Tokens occasionally while playing, then you go to the event listing, where it will have a tab to get pies....
You trade the tokens for pies (maybe RNG) & might get one, but the odds of getting lucky with anything in this game are almost non-existent unfortunately!!

I don't think you can move a sub city, but don't quote me, I have not seen a definitive answer to this anywhere either!!

I do not think that you can actually port a sub city to anew location....
