I've joined a team that has won Sherlock several times and their strategy is to skip 1 week of promotion. Also, staying in 3rd place instead of 1st and/or 2nd. This apparently guarantees promotion and (not sure if this is true or not) but it's also supposed to help with getting grouped with less competitive teams the following week.
