  I don't think u can. They are very rare. Just wait for the fortune-teller to show up. You can obtain those seeds from her and on one occasion I got it from the theater. (watching a game video.

  Go to the theater and watch a movie. When your mayor comes out, go to the plant machine and you get seeds to plant. There'should a coin machine on the left. The other side is a furniture and clothing machine. You can watch 2 movies, (ads).
