  Im at level 41 and have a population of 25. Just build a log cabin, lean-to-shelter, and upgrade everything the people will sleep in. This will give you a higher chance of people joining the community. Othet than that, people join randomly. Your campfire well being may also be another pull factor.

  Im at level 28 and Iv'e built the lean to shelter upgraded the cabin and built a log cabin but no increase in the population even tho my community well being is commonly at 100%

  If you add a Lean-To-Shelter it encourages your population to grow but that's as much as i know so far.
