It’s 1 of 2 issues. You don’t have a main-road connection or you don’t have enough people (immigrants) to work at the grain stall.

It has to be full to upgrade, you only have 5 out of 15 residents. Get more immigrants until it's full then you can upgrade.

You should check what are the citizens' needs , click on each house you cant upgrade and go to info , check what is missing and do it , you will attract more immigrants after which you can upgrade the houses

Hello! I’m stuck on Level 9, since I don’t have enough citizens/immigrants. I’ve deleted both my spinach and wheat fields, as well as my granary. I need 100 vegetables in order to get off the level, but I’m stuck….any assistance on the matter is greatly appreciated!

I have the same problem , they require more food , but I have fruit stalls , vege stalls , and meat stalls covering their area and still can't fill it up with immigrants to upgrade it

Hello. I am new to this game and have the same problem. My homes are on level two only. My houses are not full, but i still cannot get new immigrants. Any suggestions?

You need to click on the homes and see what did says it needs to bring more immigrants. Something is lacking...like a water fountain or some sort of food stall.

+PrtScn. The file is saved to the Screenshots folder in your Pictures folder. You can also us the Snipping Tool which is available in all versions of Windows Vista, 7, and 8 except the Starter and Basic editions.
